Yes, foreigners (non-UAE nationals) can freely buy property in Dubai. You can own freehold property in designated areas (such as Dubai Marina, Downtown Dubai, Palm Jumeirah, Jumeirah Village Circle, etc.). In these areas, you receive full ownership rights. In non-freehold areas, you can usually get a 99-year lease. Most new developments and popular locations are freehold.

The current minimum investment for a 10-year Golden Visa (renewable) is AED 2 million (approximately USD 545,000) for a completed property. Some off-plan properties may also qualify depending on the developer and project. This visa allows you to live in Dubai without needing a sponsor and includes family members.

In addition to the property price, expect these typical costs:

  • 4% Dubai Land Department (DLD) transfer fee
  • 2% agency commission (usually paid by the seller, but confirm)
  • 4% seller’s agent fee (if applicable)
  • AED 500–2,000 for NOC and other admin fees
  • 5% VAT on off-plan properties (in some cases)
  • Optional: 2–4% for service charges, maintenance, and DEWA deposit

Total extra costs usually range between 6–8% of the property price.

For ready properties, the entire process usually takes 4 to 8 weeks. For off-plan properties, you sign the contract immediately and then make staged payments according to the developer’s plan (construction can take 2–4 years). The most time-consuming parts are due diligence, mortgage approval (if needed), and final DLD transfer.

Dubai is considered one of the safest and most attractive real estate markets globally. It offers strong rental yields (typically 5–8% gross per year, higher than most Western cities). Properties are protected by the Dubai Land Department’s escrow system for off-plan projects, and the market is very transparent.
